Tata Kelola dan Kepemimpinan Pendidikan: Strategi Peningkatan Mutu Berbasis Good Governance dan Nilai-Nilai Islam

Artikel ini bertujuan menganalisis kondisi tata kelola pendidikan, menjelaskan peran kepemimpinan dalam peningkatan mutu, mengidentifikasi tantangan utama, serta merumuskan strategi perbaikan yang relevan bagi lembaga pendidikan, termasuk lembaga pendidikan Islam. Artikel menggunakan pendekatan kualitatif melalui kajian pustaka naratif terhadap buku, artikel ilmiah, dan laporan kebijakan yang membahas tata kelola, kepemimpinan transformasional, kepemimpinan pembelajaran, kepemimpinan situasional, dan manajemen perubahan. Hasil kajian menunjukkan bahwa mutu pendidikan tidak hanya ditentukan oleh kurikulum dan ketersediaan sumber daya, tetapi juga oleh transparansi, akuntabilitas, partisipasi pemangku kepentingan, penggunaan data, serta konsistensi evaluasi. Kepemimpinan berperan dalam menyusun visi bersama, meningkatkan kompetensi guru, mendorong inovasi pembelajaran, dan membangun budaya organisasi yang berintegritas. Tantangan yang menonjol meliputi kesenjangan kompetensi manajerial dan digital, resistensi terhadap perubahan, birokrasi yang kaku, serta lemahnya keteladanan. Peningkatan efektivitas memerlukan penguatan good governance, pengembangan kepemimpinan transformasional dan situasional, digitalisasi manajemen, evaluasi berbasis data, serta integrasi nilai amanah, keadilan, ihsan, dan hikmah. Pendekatan integratif tersebut dapat memperkuat mutu layanan, kepercayaan publik, dan keberlanjutan lembaga pendidikan.

Abstract
This article analyzes the current condition of educational governance, explains the role of leadership in improving educational quality, identifies major challenges, and formulates relevant improvement strategies for educational institutions, including Islamic educational institutions. A qualitative narrative literature review was conducted using books, peer-reviewed articles, and policy reports on educational governance, transformational leadership, instructional leadership, situational leadership, and change management. The review shows that educational quality depends not only on curriculum and resource availability but also on transparency, accountability, stakeholder participation, data use, and consistent evaluation. Educational leaders play a central role in developing a shared vision, strengthening teacher competence, encouraging instructional innovation, and building an organizational culture based on integrity. Major challenges include gaps in managerial and digital competence, resistance to change, rigid bureaucracy, and weak leadership exemplarity. Effective improvement requires stronger good governance, transformational and situational leadership development, digitalized management systems, data-based evaluation, and the integration of the Islamic values of trustworthiness, justice, excellence, and wisdom. This integrated approach can strengthen service quality, public trust, institutional adaptability, and the sustainability of educational organizations.
